STENNIS SPACE CENTER, MS. - The Gulf of Mexico Program is currently
soliciting entries for the 2008 Gulf Guardian Awards Program. The entry
forms for the award are available online at

May 1, 2008.
The Gulf of Mexico Program partnership developed the Gulf Guardian Awards
in 2000 as a way to recognize an honor the businesses, community groups,
individuals, and agencies that are taking positive steps to keep the Gulf
healthy, beautiful and productive. The Gulf Guardian Award exemplifies
what the Gulf of Mexico Program stands for; innovative solutions that
occur when we pool resources and look for creative ways to tackle the
region's complex coastal environmental challenges in ways that also
positively impact our quality of life and economic well being. The Gulf
Program recognizes annually a first, second, and third winner in each of
the seven categories: 1) Business, 2) Government, 3) Civic/Nonprofit
Organizations, 4) Youth/Education, 5) Partnerships, 6) Individual and 7)
Binational, which jointly honors U.S/Mexico Partnership programs and
projects.
The Gulf of Mexico Program began in 1988 to protect, restore, and maintain
the health and productivity of the Gulf of Mexico ecosystem in
economically sustainable ways. The Program is sponsored by the U. S.
Environmental Protection Agency and is a non-regulatory, inclusive
consortium of state and federal government agencies and representatives of
the business and agricultural community, fishing industry, scientists,
environmentalist, and community leaders from all five Gulf States. The
Gulf Program seeks to improve the environmental health of the Gulf in
concert with economic development.
The Gulf of Mexico Program encourages you to apply for this prestigious

Challenges of Natural Resource Economics & Policy 2nd National Forum
on Socioeconomic Research in Coastal Systems
Center for Natural Resource Economics & Policy Announces Call for
Abstracts The Center for Natural Resource Economics and Policy (CNREP)
is announcing a Call for Abstracts for CNREP 2007: Challenges of Natural
Resource Economics & Policy, the 2nd National Forum on Socioeconomic
Research in Coastal Systems.
The conference is scheduled for May 20-23, 2007,
in New Orleans, Louisiana. The conference focus will include opportunities
and challenges of socioeconomic research in developing coastal zone
management
policy. Potential session topics include, but are not limited to, market
and nonmarket valuation of coastal resources, environmental benefit-cost
analyses, economic linkage/impact assessment, input-output modeling, and
comparative assessments of resource management and restoration policy.
Basic and applied research, extension-oriented, and policy discussion
submissions are all welcome.
The deadline for abstract submission is February
15, 2007.

National Institutes of Water Resources (NIWR) 2007 National
Competitive
Grants Program:The Request for Proposals for the FY 2007
(Deadline February 16, 2007) authorized
by section 104G of the Water Resources Research Act of 1984 has been
released.
The RFP may be obtained either by going to https://niwr.net/
and clicking on "View the RFP" under "National Competitive
Grants Program" or by going directly to https://niwr.net/competitive_grants/2007RFP104G.
The research priorities for FY 2007 differ from those of last year in
that more emphasis is placed on water supply, in anticipation of the language
in the bill that would reauthorize the program. The site will be available
to accept applications under the RFP by November
1, 2006.

2005 Coastal Louisiana Aerial Photography Now Available
Coastal Louisiana post hurricane aerial photography taken in
October-December
2005 is now available on the LaCoast website at http://www.lacoast.gov/maps/2005doqq/index.htm.
The 1-m color infrared digital ortho quarter quads (DOQQ) are served in
both jpg and tiff formats. This photography extends from Gulfport,
Mississippi
to Sabine Lake, Louisiana and includes areas impacted by Hurricanes Katrina
and Rita.
Funding for the photography was provided by the Coastal Wetlands Planning,
Protection and Restoration Act, with additional funding provided by the
Louisiana Department of Environmental Quality and the U.S. Geological
Survey to expand coverage that will assist in hurricane recovery.
This imagery is provisional. Although reasonable efforts have been made
to ensure correctness, the imagery is still in the process of being verified
to meet National Map Accuracy Standards. This process should be completed
in June.

Request for Proposals for the Southeastern Regional Small Public Water
Systems Technical Assistance Center (SE-TAC)
The SE-TAC's 2006-2008 Request for Proposals (RFP). SE-TAC is continuing
a major emphasis on new or novel training, technology transfer, and
demonstration
or pilot projects that have a high likelihood of measurably improving
the ability of small public water systems in the Southeastern Region to
comply with the Safe Drinking Water Act and protect public health. SE-TAC
includes the following eleven (11) states: Alabama, Arkansas, Florida,
Georgia, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina,
Tennessee, and Texas.
Applicants must consult with their state drinking water and/or source
water protection primacy agency(s) and submit a State Agency Acknowledgment
Form (attached) as part of the proposal package to ensure that their proposed
project will enhance or expand ongoing or emerging state efforts. Similarly,
pilot or demonstration projects should address a SE-TAC priority issue
outlined in the RFP which is important in the applicant's state. In addition,
competitive applicants should identify objective, measurable indicators
of success during their proposed project period.
Proposals will be evaluated on five criteria, with the most important
being demonstration of project's link to small system issues and needs
(Evaluation Criteria attached). The SE-TAC Advisory Board will give special
consideration to letters of support or cooperation from small public water
system partners and/or other collaborators in evaluating applications.
Cost-sharing and/or leveraging SE-TAC funds will be considered in evaluating
proposals. Although equipment grants per se are not eligible, projects
which propose equipment purchases as a component of a larger project are
welcome.

Fellowship Announcement - the National Water Research Institute
of Fountain Valley California, is a non-profit organization dedicated
to promoting and funding research in the fields of water science and
technology.
NWRI offers fellowships up to $15,000 to graduate students conducting
research related to water resources. To be considered for an NWRI Fellowship
for the next academic year, you must submit an application by March 1st.
The application includes: 1. A letter of inquiry describing your research
goals. 2. A resume. 3. A letter of endorsement from your faculty advisor.
4. A research proposal (3-4 pages). 5. Verification of enrollment as a
fulltime graduate student. Fellowships will be awarded

There is a lot of information, some of it in summaries, that might be
useful or of interest related to Louisiana's cypress forestry issues.
The report details how much of our cypress forests cannot
regenerate, with or without human assistance and that a large portion
can only regenerate with the help of plantings and hydrologic drawdowns.
This is a serious issue and the Coastal Forestry Advisory
Group, which is made up of foresters, scientists and agency people, are
working hard towards a solution. This is not an easy task, as interests
obviously vary.

Wetland: Campaign to Save Coastal Louisiana has published the
"Report of the Coastal Louisiana Technical Summit." The summit
brought together participants who were distinguished engineers and scientists
representing a broad array of disciplines and backgrounds. The conference
focused on three theme areas: adaptive management, sustainable programs
and sustainable development, and the marriage of engineering and science.
Findings of the summit resulted in the identification of lessons learned
and approaches used in other programs that merited consideration with
